(Two Rivers WI) City Manager Greg Buckley said he underestimated how much community discussion would arise in response to his proposal to charge at-fault drivers when police officers and firefighters respond to motor vehicle accidents. Calls from people opposed to the fees have far outweighed calls from those who support them, according to Buckley.
